Clicked the new installer, it downloaded to my pc. there is now a NES controller icon on my desktop. wont work

If i click the NES controller icon from the installer i get instant errors. a bunch of em and it takes a while to get them to go away. i can get hakchi to launch but with all those errors i doubt it will do much. havent tried.

errors include a popup about Microsoft .NET framework unhandles exception error..........

Critical error: The given path's format is not supported.....

System.security.uti.stringexpressionset.crealistfrom..........

System.security.permissions.file............

a couple more full lines of errors etc etc etc.

I figured maybe i could Run As Administrator and it might help but i cant run this file like that. im guessing its not a file, but a link thats pointing to the internet or something.
