Alienware 17 r3 running idle at 50-60c

So I've had my Alienware 17 R3 for a little over a year now. I sent it in for repairs about a month ago due to heating issues, they said they replaced both fans, the heat-sink, and the motherboard. I've been using the Fanspeed app to monitor the temperatures of the system and I've noticed that while leaving it idle or running small tasks (such as using a web browser) the temperature of core 0 can reach up to 50c or even 60c. I've felt in front of the air vents and it seems like the fans aren't turned on, however they do turn on while actually playing a game. Is this normal? I've not a huge fan of the laptop building up heat before randomly blowing it out.
