Divorce Taking Forever (On Purpose)

My future father in law (who happens to be a lawyer himself) has been in the process of getting divorced from his ex for almost 2 years now. He believes that it should've been able to wrap up by now, but his ex's lawyer is insisting that there needs to be more done and she doesn't have enough details in order to finalize. My father in law thinks her lawyer is just saying this to make the divorce stay in limbo and keep charging his ex 400 an hour for as long as she will blindly listen to her lawyer.

Is there anyway that he can force the process to end so he doesn't have to continue to pay all this money? He has to pay for her and his lawyer. Surely you can't be forced to stay married if you do not want to. Can't he somehow expedite the process? He is a lawyer, he knows he is getting swindled. What should he do? Pennsylvania residents if that helps with state level legal questions.
