Question about warrior outburst damage in arenas

My question pertains to warriors in general specifically with the question of specs for a warrior. My question questions the outburst of a specific ability in question. To which I then had to question my question of its potential outburst. Can any warriors help me with this question?

Edit: the total output in question questions whether on not the spec is questionable in all arenas. In which one has to question the questions being questioned.
