Clothes Upgrades Help

I googled this and was misled so, excuse the simple question. I'm upgrading my clothes and need some of those Stealthfin Trout. Where can I find them in large quantities?

Someone on Gamefaqs or something said Mekar Island, I didn't see a single one.

Thanks!
