[QUESTION] This might be a shot in the dark, but how do I start a band?

So, I just graduated from college and I've had this impulse to play music for a very long time. I'm not the best, but more than anything, I'm looking for friends that I can have fun playing music with. I'm not looking to be incredibly famous (maybe go one one cross county tour at best) but its just something I feel like I need to do before I die since I won't be young forever. So, how do I meet people and where do I go? Ill go to NYC, LA, bumfuck nowhere as long as I can make friends to play music with. Preferably noise rock/funk, but Ill take anyone at this point regardless of background. Any help is appreciated. Thank you
