Can crowdfunding be used for starting an adoption agency?

Texas just passed a horrible bill. https://thinkprogress.org/texas-governor-signs-religious-freedom-lgbtq-youth-discrimination-bill-749cf6b94ec0

And I am wondering if crowdfunding can be used to start an agency for adoption that is open to the lgbt community (and anyone else)?
