Does Emhyr Counter weather?

I've been playing just since open beta, and with the nerfs to Calveit I've decided to try Emhyr. So i just switched the leaders of my NG deck.

Right now I'm playing with: 3x I. Golem, 1x NSB, 3x Impera Brigade, 1x Vicovaro Medic, 3x Rot tossers, 3x Emissary and a Clear sky | Cleaver, The guardian, Peter, Operator Vanhemar and Decoy | Igni Ciri Cahir Tibor

I've noticed that all the monsters with weather I've been facing against in ranked or friendlies were "easily" defeated (6 in a row) with the Cahir/Emhyr/Decoy + Vanhemar/NSB chains or simply Clear Sky.

Now I'm not a pro or anything close and I know the amount of games is just too short to conclude anything by statistics but it's something I noticed right away and it's obvious that more clear skies mean better win rate against these.

What I really wanted is to discuss if this is seen as an already obvious counter and to hear what the more experienced player think if this "tech". In my opinion it kinda works since in matchups where weather is a non-factor you can re-deploy Rot Tossers or even some of the Silver Cards strong deploys.
