Realm Designer

I like the fact that there's a ruler designer feature in CK2, but where's the realm designer feature for EUIV? I just had a game go kaput on me, and if I could find a realm designer I could just add all the counties in my domain, set the culture and religion and I'd have it all back. Even if this meant I had to manually redistribute all the other land to new vassals, that's something I'd be willing to do.

Am I wrong, and there is a realm designer? Something that would let me play the King of Asturias in 1066? Or as a Roman Republic in 769 about to finally wipe out the Lombards?

Casue I can't find one. And I'm shocked I can't.
