I'm having a hard time Continuing to play PoGo

Because of where I live and options available to me, I feel like I'm lackluster. I'monly LV 25 after playing constantly since the game released. I can't get pokeballs easily and catching stuff is rare. The only time I see mons that aren't complete trash are during events and I can't even abuse the events half of time. And I definitely can't get gyms.

The point is, I need some sort of feasible motivation to continue to play PoGo. My freinds keep telling me that I'll get rare mons one day but it's never happened

And to put this into perspective I have no Dragonite Tyranitar Dragonair Pupitar Lapras Snorlax Chancey Blissey Aerodactyl Omastar Kaboutops Venusaur Charmeleon Charizard

And there are plenty more I don't have Most of my freinds have more caught in there dex then i have seen

So what do I do?
