How do you delete the Top Cheer??

I used to delete the top cheer daily, so we would have a new top cheer at the top of chat every day. However now I can't find that delete button, it used to be the top left of the cheer itself and was very easy to just remove. I can't even find how to disable top cheers pinned at top of chat in general!
