Frame drop when spawning on Favelas?

My average FPS is around 70-90 but when spawning on Favelas, no matter which spawn, I notice a frame drop to around 25-30 FPS. It takes about 15 Seconds for them to regain and return to the normal FPS but it is still weird and I noticed this in Operation Health for the first time but it might have happened before as well. Anyone else noticed this?
