Why are there no hotfixes?

I have no knowledge of software or game development but if e.g. one single line breaks important features of the game, wouldn't it be quite easy to just modify that one single line and release a hotfix?

I'm wondering because the problem with dying leaders has not been adressed yet although the fix would be relatively simple.
