Operator idea?

An operator who can put ladders on hatches. The hatches have to be broken first. Creates more rotation for defenders. The ladder must be applied from above the hatch, I feel like there would be too much issue if done from under (imagine defenders accessing the roof on coastline). Any thoughts?
