Dagger getting 1-2 hash per card. Any idea why?

I have one rig working fine and getting 30 per card using 1070s. I have 2 other rigs that for some reason just hate Dagger. Any ideas? I've done a driver cleaner on both and no luck reinstalling. I can't find anyone else online having this issue when I google it.
