Amity Question

So I'm trying to get the quest in that picture but I think I'm confused about how amity works. What exactly does the red up arrow mean? I thought I needed 10 amity to obtain the quest but clearly I should have enough if that is the case. I'm a very new player so I apologize for not knowing. Any help would be greatly appreciated as it is bugging the hell out of me lol.
