Looking for an old, probably scifi movie.

My boss told me about a movie he watched as a child (35 years ago approximately).
It is about a fictional world where everybody is born with a plug implant (or has it implanted shortly after birth) that allows access to a global database of information so you don't have to remember anything. So there is this person who works at a library or bookshop that doesn't have this implant, that results in discrimination against him. However, he reads all the books that he finds and is actually extremely smart and knowledgeable. At some point in the movie, the database fails and he is left the only person with some actual knowledge.
Rings a bell for anyone?
