Contribution points

I've looked everywhere for an answer but just get guides on contribution points my question is I'm level 16 but seem to be be stuck on a maximum of 3 contribution points how do increase the maximum I've spoken to alot of npcs and done alot of quests but it doesn't seem to move from 3
