My pc is showing a black screen with just a cursor

So there are 2 accounts on my pc and one works fine but the other logs in showing a black screen with just the cursor. Now Ive booted into safe mode but the computer crashed. Ive also reverted to a previous build but I might have to go back further. Now this happened after I unplugged my computer while it was shutting down.
