Do you think water coolers should use thermoelectric technology?

Was laying here in my bed not sleeping as usual and I got a rather interesting idea. Do you think it would be more productive to use a Peltier thermoelectric cooling pad on the radiator rather then a fan or possibly a combination of both. Perhaps condensation would come into play but it doesn't have to be ramped up 100%, just enough to show real world performance. What do you guys think?
