Throttling Programs

Got myself a ton of stuff to download, but it's making my internet browsing turn into a snail race.

Can anyone point me to a good freeware program for throttling specific programs, like to set the program doing the downloading to a maximum download speed, and leave myself a little space.

Can't use a download manager for this stuff, so I'm stuck with this route.
