ELI5: Why European cars (think Citroen, Peugeot, etc.) Aren't/Don't come to the states

A kinda sorta car guys regular question as to Why? Safety regulations? Emissions maybe? Fuel consumption regulations way back maybe? Sorry if I'm wasting anyone's time just curious.
