Can you upgrade weapons to MK2 as an associate?

I've never actually done any CEO or bikers stuff before. I do own an office though. I'm really only interested in the weapon upgrades from the Gunrunning update and was wondering if you can upgrade as an associate or do I have to own a bunker+operations?
