What happens if nobody is held accountable for Grenfell?

Seems quite possible that the inquiry will find out that everybody did everything according to the regulations, but the regulations should not have allowed that design/cladding material.

Everybody seems to want somebody to "go down" for this, but the relevant people are probably all covered.
