What exactly is wrong with the new expansion?

Hello everyone, I haven't bought the new DLC yet but it seems like a pretty cool idea to be revamping Russia. However, I've been hearing over the past few days that there are some issues with it with regards to OP mechanics? Is this true and does it ruin the gameplay? Should I go ahead and buy it anyway?
