Why Afghanistan rebuilding failed while Marshall plan succeed?

I just watched Brad Pitt War Machine and it seems to me that Obama's COIN (counterinsurgency) "clear, hold and build" is very similar to Cold War's Marshall Plan on Western Europe. My question is, why was the same plan successful in Europe, but it failed in Afghanistan?
