How do you get out of high bronze/ low silver?

I have heard of ELO hell and i don't think that's my problem. I just think blizzard really needs to fix the competitive systems for leavers at these low levels. Pretty much every other match i have one to two players leave. I dont get how i can win gain 40sr and then lose with two people having left, i got 4 medals, yet it still deducts 36sr.

I think if you have two people leave that should account for something towards the sr reduction for the players that stay.
