OSPF EXSTART/DR and EXSTART/BDR problem

Hi Guys,

Wondering if you might be able to help me out, i have never had trouble getting routers to form neighbour relationships up until trying to copy the network displayed on page 207 of the cisco icnd 200-105 cert guide. Im using packet tracer BTW

I have two routers connection back to a switch, one of the routers interfaces has the ip address 192.168.4.1 and the other .2. They are both exchanging DB packets but wont get past the EXSTART/DR and EXSTART/BDR states.

From the dubug adj command i get

00:39:24: OSPF: Rcv DBD from 192.168.4.1 on FastEthernet0/1 seq 0xaac opt 0x00 flag 0x7 len 32 mtu 1500 state EXSTART

00:39:24: OSPF: First DBD and we are not SLAVE

00:39:24: OSPF: Send DBD to 192.168.4.1 on FastEthernet0/1 seq 0x5281 opt 0x00 flag 0x7 len 32

Edit : the routers in question from the book are routers R2 and R3 from figure 8-3 page 207
