Few questions I've had upon rereading the series.

It seems that all pirates are outlawed by the government except the shichibukai. Why are Peace Mains outlawed if they don't do the general piratey stuff?

It's been states multiple times that people have escaped from the grand line to East Blue (and quite likely the sea on the other side of Grand line, South? ). Someone mentioned they once saw people who had just returned from grandline (think it was Gaimon). Zeff and Don Creek also escaped and Mihawk was able to pursue them swiftly. This means that there's a way to escape GL via the calm belt (maybe a really long volcanic island that spans calm belt?). The only agreeable method would be to go to the red line and seek marine assistance so obviously, pirates can't use this, par Mihawk (pretty sure Mihawk also has no problem with going through Calm belt). With the agreement that East Blue is the weakest sea, it's a given that most pirates would want to escape here, especially after the nightmare that is Grandline. So here's what I think.
A) the escape to east blue is harder to find/harder to endure than the escape (if any) to the other sea bordering Grandline.
B) There are 7 routes to take upon entering Grandline. Not many take the 2-3 leftmost ones that would make escape to East easier.
What are your thoughts on this?
