Do VHS tapes still have all the information they had just after recording, but normal ways to measure the magnetic fields are not enough anymore?

Time ruins VHS tapes, making the picture look blurry / fuzzy. But if the magnetic fields get measured with greater precision and resolution than originally intended, can a software reconstruct original quality video? The tape reading can happen in 10% or 1% speed.
