9 week old puppy bites, barks and snaps at me and my girlfriebd

Hi.
First puppy ever owned and he is quite a handfull. So far er have tried correcting him, by holding his head and telling him no. His usual reaction is to bark and snap at us when we tell him not to bite our hands and other extremeties.
It almost feels as if he attempt to scare us when told what to do. Google isn't hitting the mark, so I thought I'd ask here. What is he doing and how do I change my ways to help him understand this is not acceptable?
