anyone have a -sm4 lag/screen freeze fix?

recently started using -sm4 in my launch options and started getting this screen freeze that will sometimes last for a half a second or for g good 3 seconds...my char still moves, cars still move everything in game still moves and when the screen unfreezes, everything catches up, this is especially frustrating when driving, looting tops of containers...and ofc, fighting. i could just remove -sm4 and it would work fine, but i like the way the game looks with it in the launch options. i was told i could get rid of this problem by disabling "SLI" at first I had no idea what this was, but after some research, i think it helps dual GPU's to work in unison, but for one i dont have an NVIDIA card, i have an AMD Card, and its just a single one. (AMD Radeon HD 7800) been looking at how to get rid of this problem but have found nothing so i have just been dealing with it.

Does Reddit have any ideas?
