Kind of a different question about the actual state of the game

Recently I've been thinking about coming back to DCUO and I've seen a lot of people concerned about the state of the game and the F2P aspect and all that stuff. Back in the day I remember that you didn't really need to be a sub to play the "full" version of the game. All you needed was a DLC to remove all the important "limitations" and you were good to go. Now, is it still the same? What's up with this revamp thing and where can I read the important stuff about it? (PS: I'm primarly a PVE guy, I don't mind the PVP being kinda "dead")
