head hunters by jo nesbo (is it possible?)

hello, fairly recently i read a crime fiction book called headhunters by jo nesbo and within the story there was a character who was being tracked by GPS and basically they put something in this character's hair cream which enabled them to track him this way and what i want to know is would it possible to do this? There is a bet over a free pint riding on this.
