Where are all the tools for managing large AWS installations?

I want a script that I can point at a AWS environment, and it will scale all dynamo tables read and write capacity up or down. It should be able to scan the last n weeks of actual usage of each table and scale it to fit.

Since it's just code, the calculation can have a padding factor, a hard min and a hard max, and a list of tables to exclude.

I want a report on all tables that have not been used at all in the last n weeks.

I want a tool to scan resources (tables, queues etc) and check that they have suitable cloudwatch alarms.

I want to identify all SNS topics that have not received any message sin the last N days.

All of this is doable via the apis. I know because I have worked on parts of similar things in-house. I just feel that surely others have been here before?

Do these things exist as flexible open-source and I just don't know about them, or has this not yet happened?

You may not find them suitable for production environments, but what about a test environment?
