Which cert is considered higher? Net or Security?

I'm curious because I know Net+ will renew my A+. I test for Net+ in July. Will obtaining Security+ renew Net+ or can they both renew each other?

Also what if someone who already holds both of them needs to re-certify, can they just take the higher of the 2 without taking both?
