Can Peru-Bolivia federalise without i̶n̶v̶a̶d̶i̶n̶g̶ "liberating" Bolivia?

I rushed the "Propose Union" focus hoping I could prevent a syndicalist revolution in Bolivia. They accepted but it just formed a faction called Peru-Bolivia Confederation.

It's 1939 now and still no federation. Does my nat-pop goverment have any influence in this?
