Two questions, please be kind

Hey all. I've plaid WoW on and off since BC and consider myself a fairly veteran player but I've been almost exclusively pvp oriented. I want to get into high M+ and normal/heroic ToS runs. My main is a 908 MW, but I also have a 890 resto druid. For high M+ and raiding is MW viable, and if it is does anyone have a good guide? I've tried googling but I mostly get pvp guides. In raids my healing is always low as resto druids tend to blow me out of the water.

As far as gearing Alts goes I'm deciding between an Rsham and an HPal for pve content. What're some pros and cons to each? Thanks!
