Does Canada Post always require "proof of age" to all packages?

This is my first time being forced to provide id for packages :/ i was buying a vape kit as a surprise gift for my brother to return from university. If it turns out i actually need to provide age, i dont know what to do besides telling the delivery man to leave it at the door via paper note.
