Should Trion merge low population Legacy servers to make room for future Fresh Start servers?

While leveling a new character in Reckoning I noticed several Legacy servers were not reaching High population. Only saw Kraken, Kyrios, and Reckoning reach high population over the last few days. If Trion is planning on releasing new Fresh Start servers down the road, they will most likely merge current Legacy servers which are not heavily populated.

My guess is Trion might merge Hanure, Nazar, Morpheus, Salphira, Tahyang, and Ollo into three new servers. Reducing the amount of servers from 11 to 8. When Trion eventually releases a new Fresh Start server then they can easily increase the amount of servers to 9 or 10.

Will Trion wait for XL Games to update the game further or release Fresh Start servers without any new content or improvements?
