Does Zonderland's 2017 routine have a built in 0.3 deduction?

MAG

Just saw Zonderland's routine from the Dutch Championships on Jun 17, 2017. Around 0:19, he does a Cassina and Kovacs, one after the other. In the HB section of the MAG CoP on page 135, it says "Any flight element with salto over the bar requires a giant swing afterward or -0.3 (E-jury deduction)". I understood this rule to mean that a salto release had to be followed immediately by a giant swing. Since Zonderland doesn't have this in his routine, does he incur the 0.3 E-score deduction?

It seems strange that he and his coaches would construct a routine that includes deductions, so I'm inclined to believe that perhaps I've misunderstood. Does the CoP mean that a giant must be performed at some point after a salto release? If that were true, then the only thing this rule prevents is people doing a salto release followed immediately by their dismount. Which no one does anyway, because everyone winds up with giants before their dismount. Any clarification would be appreciated, I'm quite confused.
