Harper bars question - does bonus stack

Here is my question? Do the buffs/debuff for a Harper bard stack with other Harper bards? I have read different posts but everyone has a different answer

I am trying to figure out if it is worth it to have two people in a party run the bars as an active or if only one person in a party have the bard.
