How about if you could rent out others navies? Like a sort of navy condottieri, this system would work the exact way as troop condottieri, with different pricing per ship type. This could be very useful for war, (Like fighting as France against Britain is very annoying because your navy is weaker than theirs, so it's hard to land in the isles to finish the war faster), exploration, protecting trade, or transferring troops somewhere for some reason or another. Sorry if someone has already suggested this, but I see great potential for this as a mod, update, or even part of a larger dlc improving navy and naval combat in Eu4.
