How to define Military Station construction time?

I need finde a way to extend stations building time. Only stations.

I found this:

country_modifier = { shipsize_military_station_small_construction_speed_mult = -0.166 shipsize_military_station_medium_construction_speed_mult = -0.25 shipsize_military_station_large_construction_speed_mult = -0.31 }

This construction works in ethics but i dont want to see this debufs when i choose ethics.

It does not work in defines.

How i can set military stations build time in a way that player will not see this?
