[OR] University housing confirmed dorm then cancelled upon arrival

My girlfriend set up a dorm at Portland state university and was supposed to move in this last Saturday, when she arrived to move in, she was told that they had sent her an email letting her know that bet context had been cancelled, but that she would still be responsible for the rent.

The day she supposedly got the cancellation email, she actually received a confirmation address, telling her she could move in that weekend.

What can we do about this? Obviously an attorney needs to get involved to get the fees removed, but i just want to know if there's anything more to it than that, if the University promised a down and than cancelled with no warning, is that legal?
