Leading and Stealing Difficulties

(Mlb the show 16, Franchise/Diamond Dynasty modes) My issue with leading and stealing is two things. It's aggravating me so much I wanna return the game for mlb the show 17. Is it the same in mlb the show 17?

The first one is that you cannot lead a step without a pickoff attempt. After I turned pickoff frequency completely down the pitchers still do it. Does it still do this in Mlb the show 17?

The second one is stealing... I cannot freaking get a successful steal. I turned speed and steal success to the max as well as infield arm strength down. I still get thrown out. I tried running with an 84 speed player with 70 steal (Mookie Betts) vs Tony Walters and Kurt Suzuki in 2 different games. Is stealing also this hard in MLB The show 17?
