Image quality is coarsened when importing a .jpeg as a picture into ArcMap layout view

When I import my jpeg via Insert -> Picture... into ArcMap layout view, the pixels turn out coarse. Strange because when I open the image in Windows photo viewer it is crystal clear. It seems like Arc is defaulting the image on import to a certain resolution. Was wondering if anyone knew why this would happen?
