Is Hearthstone pay to win?

Whenever I see someone play 3-4 legendaries in one game, I can't help but feel cheated. The fact that someone can buy 6000 packs, get the best cards, and become the greatest with little to no knowledge of the game is pretty frustrating. Does anyone feel the same way or do I just suck dick?
