Using alcohol to remove extra paint

My SS Link came with extra blue paint globbed on the top of his sword looking chunky instead of smooth. Can I use rubbing alcohol on a q tip to rub it off? I was originally gonna try sanding it down smooth but do you think this would work better considering it's mostly just extra paint on top ?
