Why is Taiwan not a tech services hub despite high rates of education and being more developed than some countries?
I've worked with off-shore teams in India, China, and Vietnam. I've long wondered why Taiwan never developed into a tech services hub despite the high rate of education, development, and seemingly good fit given the semiconductor industry there.
I've postulated previously that one of the keys is the lack of English language skills. India, for example, has a huge population of English speakers and English is a second language of their constitution. Vietnam, surprisingly, ranks higher than Taiwan on an English proficiency index.
Are there other factors? Do the universities not have solid computer sciences programs? Is the focus in higher education weighed too heavily towards hardware engineering as opposed to software engineering? Are the management programs in higher ed. lacking? Are wages too high in Taiwan compared to Vietnam and India?
